I am having issues with ArcGIS Pro crashing when I export a layout to an image – jpg, tif, gif, pdf, etc. The project file will open, I am able to edit. I have had this same issue with the same steps you described. I disabled these two items and have exported a few pdfs since, but haven’t really. When ArcFM exports map sheets, it leverages ArcGIS’s export code. Exporting too many PDF files at once can cause memory problems.

ArcGIS Pro Crashed when exporting to image | GeoNet
It will stop and ask me for a file name, but then will crash and send an error report to ESRI. Does it throw a Serious Application Error or do something else?
Problem: Exporting from ArcMap does not complete or hangs
My next step is a total reinstall. Test it with your normal dpi, then test it again with 75 dpi. If the custom export object has defects that cause it to crash, the entire ArcMap application may crash or disappear without warning.
Removing any high label and feature weights may avoid these errors by reducing the resources necessary for conflict detection and total adcmap required to output the map.
Set the feature weights to None.
Please try again in a few minutes. This only occurs when data driven pages are used. Solution or Workaround Uninstall any custom export extensions and try opening the Export Map dialog box again.
This solution doesn’t work for our machines that are experiencing the export crash.

Maybe you are low on memory, happens to me on my old laptop too. Posted 27 August – Cashes rate your online support experience with Esri’s Support website. The only difference I can see in the ‘grey export box’ is that it doesn’t include the text ‘Page 1 of 3’ that it shows when exporting correctly.
